Setting the Target

·         Improvements in Agriculture productivity fuels growth in service sector.

·         Growth of Primary, Secondary sectors and resulting affluence aids growth of service
  sector.

·         Lowering of unemployment levels beyond a point is against the Macroeconomic theory 
  and fuels inflation.

Setting the Target - The Vision

·         The trend based unemployment gap to the total workforce hovers around 13.5 % 
  from 2000 to
2010.

·         The intervention reduces the gap to the total workforce from 14 % in 2000 to 9.5 % 
   in 2005 and 3.7 % by 2010.

Broad Startegies to Narrow the Gap

·         To bridge this gap,economy policies have to ensure high growth rates in Primary,
Secondary and Tertiary sector.

·         This has to be complemented through creation of hard and soft infrastructure.

·         Provide inputs by way of Labour reforms and creation of highly skilled workforce.

·         Facilitating data exchange on skill availability for employers

·         There would be following types of training.
- New Training:- Focus on the new additions to the workforce
- Multi skilling :- Focus on short term re-training needs and skill upgradation.
- Home based :- Focus on supplementing skills for household incomes and self
  employment.

·         This would increase the percentage of trained workforce from the present 5 % to little
  above 23 %.
