Upgradation of ITIs into Centre of Excellence

Finance Minister in his budget speech 2007-08 took another initiative and announced upgradation of remaining 1396 government ITIs in the country by providing an interest free loan of Rs. 2.5 crore to each ITI in a Public-Private-Partnership mode. GOI propose that the 1,396 ITIs be upgraded into Centers of Excellence in specific trades and skills under public-private-partnership. Under the proposed scheme, the State Government, as the owner of the ITI, will continue to regulate admissions and fees; the new management will be given academic and financial autonomy; and the Central Government will provide financial assistance by way of seed money. Once a tripartite MoU is signed among the three stakeholders, GOI propose to grant an interest free loan up to Rs. 2.5 crore to each ITI for upgradation and revision of courses. GOI decided to upgrade at least 300 ITIs every year, beginning from 2007-08, under the PPP mode. GOI has kept aside Rs. 750 crore for this purpose.”

As per the guideline of the scheme the procedure of the upgradation of ITI , Industry Partner is to be identified, IMC is to be constituted under the chairpersonship of Industry Partner, IMC is to be converted in registered cooperative society under society act prevailed in the State. Bank Account is to be opened by IMC society. Tripartite MoA amongst Industry Partner, State Government and Central Government is to be signed.

Industry Partner has to prepare Institute Development Plan which is to be approved by State Steering Committee and submitted to Government of India. After completion of all the above procedure, Government of India releases the fund of interest free loan of Rs.2.50 crore per ITIs selected to be upgraded under PPP scheme.
